Welcome to our Pipeline Dataset, which is part of the INDIGO initiative. Here you can learn about upcoming outcomes-based instruments. Different organisations around the world are designing projects with an outcome focus, such as impact bonds, outcomes funds, payment-by-results projects, social impact incentives, social impact guarantees and market building programmes. These instruments have not launched yet, that is why we call them part of a ‘pipeline’.

We collected this data in partnership with Levoca Impact Labs and with support of the Foreign, Commonwealth and Development Office. We did two rounds of data collection: March 2022 and March 2024. The pipeline projects that shared data in March 2022 and are still under development in 2024, remain visible in the pipeline dataset. The pipeline projects that shared data in March 2022 and were abandoned were erased from the dataset. Those projects that signed a contract and started delivering services were moved to the Impact Bond Dataset, if they were using an impact bond model. If they were launched but under a different outcomes mechanism, we took them down from the Pipeline Dataset and saved them for a future dataset on outcomes-based approaches.
