Hilary is a Public Policy and Management PhD candidate at the Price School of Public Policy and a research assistant at the Price Center for Social Innovation. Her research interests include social innovation, social finance, co-creation, systems change, program evaluation, and international development. Her dissertation explores these topics as they relate to both social and development impact bonds. Other research interests include Emergency Aid Funds for students experiencing financial hardships and Community Bail Funds for individuals facing pretrial or immigration detention. Prior to her PhD, Hilary earned her Master of Public Policy and Certificate in International Policy and Planning from Price and has a Bachelor’s degree in Diplomacy and World Affairs and a minor in Economics from Occidental College.
