Caitlin is a manager in the International Team of Social Finance UK where her work has been focusing on the feasibility and design stages for outcomes-based finance across a range of sectors, including early childhood education, women’s economic empowerment, and rural livelihood development. She has also recently co-developed a learning course on Development Impact Bonds for a bilateral donor.

Before joining Social Finance, Caitlin worked for OPM, an international development consultancy where she specialised in education policy and public finance for social sectors. This followed from two years in the Planning, Budgeting, Monitoring and Evaluation division in the Ghanaian Ministry of Education, which included supporting the design of public-private partnership initiatives and the development of the Education Sector Plan 2018-2030.

Celeste Brubaker

Chief of Impact and Innovative Financing, Village Enterprise

As Village Enterprise’s Chief Impact Officer, Celeste Brubaker leads organizational social outcomes contracting work streams and oversees continued excellence in impact measurement programming. With 15 years in international development, she specializes in monitoring, evaluation, research, and innovation to drive transformative change.
In her previous roles at Village Enterprise, Celeste oversaw the design and roll-out of our state of the art monitoring and adaptive management systems and our robust yet streamlined multi-phase approach to innovating. She has a strong background as an International Development practitioner with monitoring, evaluation, research and learning technical expertise.
She holds an MA from American University in Development Economics and a BA from Manhattan College in Economics. Prior to joining Village Enterprise, Celeste worked at IREX providing technical M&E support across their education programs divisions. She has also held positions with the International Initiative for Impact Evaluation, Search for Common Ground, the Inter-American Foundation, and WorldTeach.

Louise Savell

Director, Social Finance

Louise is co-founder of Social Finance and jointly leads our International team. She advises governments, philanthropies and service providers on the design and delivery of social development programmes. Louise is passionate about driving social impact through rigorous analysis, efficient structures and effective cross-sector partnerships. She has particular expertise in outcomes-based approaches and social investment structures. She co-developed the impact bond approach in 2008.

Dr Mara Airoldi

Academic Co-Director, Government Outcomes Lab, Blavatnik School of Government, University of Oxford

Mara is the Academic Co-Director of the Government Outcomes Lab at the Blavatnik School of Government, University of Oxford.

Mara has two decades’ experience in connecting academic insights to decision making for social impact. She has provided input for decisions on Outcome funds and Outcomes Contracts in the UK, the EU, foundations, and international development agencies working in LMICs. In her previous posts she has worked with health policy makers and healthcare providers in the UK, Italy, Ontario and the Global Fund to fight Aids, Tuberculosis and Malaria as well as policy makers at the Home Office, the Department for Environment, Food and Rural Affairs and the Office of the Deputy Prime minister in the UK.

Mara is an economist and experienced decision modeller with an interest in impact metrics and the use of data to inform better decisions. She is particularly passionate about the ways in which governments can work with the private and non-for-profit sector to accelerate progress towards shared goals. She loves making sense of data and currently works on nurturing the INDIGO data collaborative.

María Alejandra Urrea Garavito

Associate Director, Social Finance

María Alejandra is an Associate Director in the International Team of Social Finance UK. She has worked on the feasibility and design of multiple outcomes-based funding mechanisms across various issue areas and geographies, especially Latin America and Spain. María has participated in designing two Education Outcomes Funds in Colombia and Chile, an Impact Bond to improve the socio-residential autonomy of vulnerable populations in Spain, and the design of an HIV SIB in South Africa, among others.

Before joining Social Finance, she managed the Social Impact Bonds Programme in Colombia (SIBs.CO) and supported the government in launching an employment SIB and Outcomes Fund. María has also had the opportunity of leading high-impact projects from the public sectors in entities such as the Ministry of Education and the National Agency for Overcoming Extreme Poverty in Colombia.

Mila Lukic

Co-Founder and CEO, Bridges Outcomes Partnerships

Mila founded and leads Bridges Outcomes Partnerships (BOP). At Bridges Outcomes Partnerships we use outcomes partnerships to help improve human services and environmental initiatives to create better outcomes for people and better value for society. Programmes BOP supports are dedicated to empowering people across the world to improve their lives, in areas ranging from education and wellbeing to housing, child protection, employment and environmental protection. Mila is on boards of North East Lincs Thrive, Ways to Wellness, Spring, Education Outcomes Partnerships, along with family, employment, and refugee support.

Prior to Bridges, Mila’s work spanned private, public and third sector. Mila helped create and run Education Generation, a crowdsourcing social enterprise focused on enabling young leaders in low- and middle-income countries to participate in some of the world’s most forward-thinking education programmes.

Nicole Pflock

Associate Partner, Instiglio

Nicole is an Associate Partner at Instiglio, where she leads the Nairobi office and advises governments, funders, and service providers on the use of outcomes-based funding mechanisms to enhance the effectiveness of programs across various sectors, such as health, education, institutional strengthening, and poverty alleviation. For example, she led the design of a results-based financing scheme to improve the performance of the water and electricity utilities and the regulator in Sierra Leone. Nicole also supported the design of several performance-based intragovernmental transfer systems in Egypt, Sri Lanka, and Peru.

Before joining Instiglio, Nicole worked with Innovations for Poverty Action in Colombia, supporting project development and focusing on a randomized control trial that rigorously tests the impact of introducing flexible features in microfinance loans. Nicole also worked as a consultant at PricewaterhouseCoopers and Ernst & Young, where she focused on the execution of structured evaluations of the risk management system and trading processes of financial institutions.

Radana Toner

Impact Investing Team Leader, Foreign, Commonwealth and Development Office

Radana is Impact Investing Team Leader at the UK's Foreign, Commonwealth and Development Office. Prior to this, she was responsible for the UK's Department for International Development (DFID)’s programme piloting Development Impact Bonds. She has also worked at the Cabinet Office, including focusing on UK Social Impact Bonds in youth education and employment.

Vera Monteiro

Researcher and Professor of Administrative Law, São Paulo Law School, Getúlio Vargas Foundation (FGV Direito SP)

Vera Monteiro is a researcher and professor of Administrative Law at the São Paulo Law School of the Getúlio Vargas Foundation (FGV Direito SP), and at the Brazilian Society of Public Law (SBDP), a non-profit organisation dedicated to the study of public law in a multidisciplinary fashion. She holds a law degree from the Catholic University of São Paulo (PUC-SP) Law School (1997) and was awarded the prize for best student in that period of studies. She also holds a Master in Administrative Law from PUC-SP (2003), and a PhD in Administrative Law from the University of São Paulo (USP) (2009).

She has published several books, such as "Concessão" (concession) and "Pregão" (reverse bidding), book chapters, and articles related to public law. As a researcher and as a lawyer, her focus is on government contracts, public bids, and public-private partnerships. She has provided legal advice on several public infrastructure projects, including social issues such as the social impact bond in the São Paulo State education system.

Vera Monteiro is the 2022 Visiting Fellow of the Lemann Foundation at the Blavatnik Scholl of Government (Oxford).
