Terry is a career public servant, spending most of his time within local government across London. He started working for Hammersmith and Fulham Council in 2006, where he took on various roles across Children’s Services. While there he supported the development of investment plans, embedded a commissioning focus around early intervention and delivered substantial cost efficiencies. Terry also supported the creation of the Tri-borough Commissioning Directorate for the shared service across Hammersmith, Kensington and Westminster councils and went onto lead social care commissioning across these boroughs.
Terry is currently the Head of Outcomes Commissioning at the London Borough of Sutton, where he is responsible for the delivery of the council’s Outcome Based Commissioning Programme. Prior to this he lead Social Care commissioning, where he focused on developing new commissioning arrangements across children, adults and housing support services.
Terry is also the lead for the Pan-London Care Impact Partnership, a Social Impact Bond for Edge of Care Services for young people across six London boroughs.
