Siegrid is a Partner and Founding Member of Instiglio, a global, agile, and diverse firm of 70+ practitioners with the mission of transforming the performance of development programs and ensuring that every dollar of development spending achieves the greatest impact possible. Instiglio has pioneered results-based financing innovations and championed and supported the mainstreaming of outcomes-based approaches for the public sector and donor agencies in Latin America and Africa over the last decade.
For more than 10 years, she has worked designing results-based financing (RBF) mechanisms and performance management projects and creating knowledge products, such as guidebooks or civil servant trainings, in more than 15 countries. She leads Instiglio’s work in Latin America and the Caribbean and works with global clients, such as governments, multilaterals, donors, and foundations in different regions. Among her work, she has led teams that developed and implemented the first Social Impact Bond in a low- or middle-income country in Colombia, a Performance Based Intergovernmental Transfer system of USD 300 million in Egypt, and several RBF projects with the government, including outcomes funds. Her expertise covers education, health, early childhood development, workforce development, poverty alleviation, competitiveness, decentralization and governance, and conservation and environment, among others.
Prior to joining Instiglio, she worked at the International Finance Corporation (IFC) and in the Peruvian Government. She holds a Bachelor of Economics from Universidad del Pacífico in Perú and an MSc in Development Management from the London School of Economics (LSE).
