Harry is a Postdoctoral Research Fellow at the Government Outcomes Lab. His work has three connected strands: (1) service provision in fragile and conflict-affected states; (2) systematic reviews of evidence on ‘outcomes-based’ service provision; (3) service system strengthening, including teaching systems theory on the Blavatnik School of Government’s Leading Cross-Sector Partnerships programme.
In 2025, as a Social Science Engagement Fellow, Harry will join the UK Foreign, Commonwealth and Development Office to co-develop policy resources on social outcomes partnerships in fragile states.
Harry’s research background is in geopolitics and political theory, with a particular focus on United Nations peace operations. He co-convenes the Oxford Network of Peace Studies. He joined the GO Lab after completing a PhD at the University of Bristol’s School of Geographical Sciences.
